(d) Contracts for personal or professional services <br /> involving peculiar skill or ability where the performance <br /> of the contract depends on the skill and ability of the <br /> persons or company rendering the service; provided that <br /> the mayor shall advertise for proposals from engineers, <br /> architects and other persons whose services are licensed <br /> under RCW Chapters 18 . 08 , 18 . 43 or 18 . 96 ; <br /> (e) Purchases or contracts where the city council <br /> determines that there is only one available source <br /> capable of supplying the subject matter of the purchase <br /> or contract; <br /> (f) Work performed by city personnel; <br /> (g) Public works of less than one hundred thousand <br /> dollars when a small works roster is used and contracts <br /> are awarded as provided by RCW 35 . 22 . 620 (7) ; <br /> (h) Acquisition of electronic data processing and <br /> telecommunications systems using competitive negotiations <br /> as provided by Chapter 257, S .H.B. No. 2664 , Laws of <br /> 1996 . <br /> be and the same is hereby amended to read as follows : <br /> The mayor and purchasing manager for the city shall : <br /> (1) establish procedures for cost-effective and timely <br /> acquisition of materials, equipment, supplies, <br /> miscellaneous services and public works, considering <br /> availability, service, convenience and cost ; and (2) <br /> establish policies and procedures for purchases made <br /> pursuant to Chapter 39 . 34 RCW, the Interlocal Cooperation <br /> Act . Formal competitive bidding shall not be required in <br /> the following instances : <br /> (a) Purchase of materials, equipment or supplies of <br /> less than twenty-five thousand dollars; provided that for <br /> materials, equipment or supplies costing between twenty- <br /> five thousand dollars and two hundred fifty thousand <br /> dollars, the city council may authorize purchases based <br /> on the low bid obtained through the formal bidding <br /> process of other governmental agencies; <br /> (b) Public works of less than twenty thousand dollars <br /> for one craft or trade or thirty-five thousand dollars <br /> for more than one craft or trade; <br /> (c) Purchases made or contracts entered into pursuant <br /> to a resolution by the city council declaring an <br /> emergency to exist ; provided, however, if the emergency <br /> is of such urgency to preclude any delay, the mayor may <br /> authorize purchases made and contracts entered into so <br /> long as a resolution declaring an emergency to exist is <br /> brought before council as soon as practicable; <br /> (d) Contracts for personal or professional services <br /> involving peculiar skill or ability where the performance <br /> of the contract depends on the skill and ability of the <br /> persons or company rendering the service; provided that <br /> the mayor shall advertise for proposals from engineers, <br />
