• <br /> ORDINANCE NO. 2256-97 <br /> AN ORDINANCE levying the general taxes for the City of Everett for fiscal <br /> year commencing January 1, 1998, on all taxable property, both real <br /> and personal, in said City, subject to taxation thereon, for the purpose <br /> of raising a portion of the revenue to carry on the different departments <br /> of said City for the ensuing year, as required by the Charter of the City <br /> of Everett and the laws of the State of Washington; <br /> WHEREAS, the City Council of the City of Everett duly and regularly adopted as required <br /> by law the estimate of the amounts required to meet the public expense of said City for the <br /> ensuing year and the amount to be raised by taxation in said City for said ensuing year <br /> from sources other than direct taxation, and <br /> WHEREAS, the City Council of the City of Everett has met and considered its budget for <br /> the calendar year 1998, and <br /> WHEREAS, the City Council, in the course of considering the budget for 1998 has <br /> reviewed all sources of revenue and examined all anticipated expenses and obligations; <br /> and <br /> WHEREAS, the qualified electors of the City voted approval in 1995 of an additional <br /> regular property tax in an amount equal to $0.43 per thousand dollars of the assessed <br /> value of property in the City for funding an emergency medical services program, and <br /> WHEREAS, the City Council, by prior resolution has made a finding that there is a <br /> substantial need to increase the regular property tax levy, including the emergency <br /> medical services program levy, above the rate of inflation; and <br /> WHEREAS, Referendum 47, Section 209 calls for the adoption of a separate ordinance or <br /> resolution specifically authorizing the increase in terms of both dollars and percentage in <br /> property tax revenue, and by Resolution No. 4527 the City Council has made a finding <br /> of substantial need for the increase and autorhized the use of the 106 percent limit factor <br /> under Chapter 84.55 RCW and Referendum 47, as well as stating the amounts and <br /> percentages, and <br /> WHEREAS, the general property tax proposed herein is limited by statute to $3.60 per <br /> thousand dollars of assessed valuation, and such limitation will have the effect of reducing <br /> the potential revenues, and <br /> WHEREAS, the qualified electors of the City voted approval of a proposition to levy <br /> regular property taxes for 20 years not to exceed $0.228 per thousand dollars of assessed <br /> value for the purpose of expanding the main library and constructing a branch library, and <br /> WHEREAS, the City of Everett will be required to pay the sum of $107,204 during the year <br /> 1998 upon its General Obligation 1982 Housing Authority Bond (Fund 210/239) for <br /> payment of principal and interest, and <br />
