• ORDINANCE NO. 2256-97 AN ORDINANCE levying the general taxes for the City of Everett for fiscal year commencing January 1, 1998, on all taxable property, both real and personal, in said City, subject to taxation thereon, for the purpose of raising a portion of the revenue to carry on the different departments of said City for the ensuing year, as required by the Charter of the City of Everett and the laws of the State of Washington; WHEREAS, the City Council of the City of Everett duly and regularly adopted as required by law the estimate of the amounts required to meet the public expense of said City for the ensuing year and the amount to be raised by taxation in said City for said ensuing year from sources other than direct taxation, and WHEREAS, the City Council of the City of Everett has met and considered its budget for the calendar year 1998, and WHEREAS, the City Council, in the course of considering the budget for 1998 has reviewed all sources of revenue and examined all anticipated expenses and obligations; and WHEREAS, the qualified electors of the City voted approval in 1995 of an additional regular property tax in an amount equal to $0.43 per thousand dollars of the assessed value of property in the City for funding an emergency medical services program, and WHEREAS, the City Council, by prior resolution has made a finding that there is a substantial need to increase the regular property tax levy, including the emergency medical services program levy, above the rate of inflation; and WHEREAS, Referendum 47, Section 209 calls for the adoption of a separate ordinance or resolution specifically authorizing the increase in terms of both dollars and percentage in property tax revenue, and by Resolution No. 4527 the City Council has made a finding of substantial need for the increase and autorhized the use of the 106 percent limit factor under Chapter 84.55 RCW and Referendum 47, as well as stating the amounts and percentages, and WHEREAS, the general property tax proposed herein is limited by statute to $3.60 per thousand dollars of assessed valuation, and such limitation will have the effect of reducing the potential revenues, and WHEREAS, the qualified electors of the City voted approval of a proposition to levy regular property taxes for 20 years not to exceed $0.228 per thousand dollars of assessed value for the purpose of expanding the main library and constructing a branch library, and WHEREAS, the City of Everett will be required to pay the sum of $107,204 during the year 1998 upon its General Obligation 1982 Housing Authority Bond (Fund 210/239) for payment of principal and interest, and
