4.1 Baseline Monitoring Reports <br /> A. Within either one hundred and eighty (180) days after the effective date of a <br /> categorical pretreatment standard, or the final administrative decision on a <br /> category determination under 40 CFR 403.6(a)(4) (whichever is later) existing <br /> categorical users currently discharging to or scheduled to discharge to the POTW, <br /> shall be required to submit to the City a report which contains the information <br /> listed in Section 3.4 of this ordinance. <br /> At least ninety (90) days prior to commencement of their discharge, new sources, <br /> and sources that become categorical users subsequent to the promulgation of an <br /> applicable categorical standard, shall be required to submit to the City a report <br /> which contains the information listed in Section 3.4 of this ordinance. <br /> A new source shall also be required to submit an Engineering report, as required <br /> by, and complying with, WAC 173-240, explaining the method of pretreatment it <br /> intends to use to meet applicable categorical standards. A new source shall also <br /> give estimates of its anticipated flow and quantity of pollutants discharged. <br /> Section 6: Section 4.10 of Ordinance 2034-95, which reads as follows: <br /> 4.10 TTO Reporting. <br /> Categorical users which are required by EPA to eliminate and/or reduce the levels of toxic <br /> organics (TTOs) discharged into the sewer system must follow the Categorical <br /> Pretreatment Standards for that industry. Those users must also meet the following <br /> requirements: <br /> A. Must sample, as part of the initial application requirements, for all the organics <br /> listed under the TTO limit (no exceptions); <br /> B. May submit a statement that no TTOs are used at the facility and/or develop a <br /> solvent management plan in lieu of continuously monitoring for TTO, if authorized <br /> by the Director: <br /> If allowed to submit a statement or develop a solvent management plan, the user <br /> must routinely submit a certification statement as part of its self-monitoring report <br /> that there has been no dumping of concentrated toxic organic into the wastewater <br /> and that it is implementing a solvent management plan as approved by the City. <br /> The Director may require the development and implementation of a solvent <br /> management plan in addition to monitoring for TTO. <br /> is hereby amended to read as follows: <br /> 4.10 TTO Reporting. <br /> Categorical users which are required by EPA to eliminate and/or reduce the levels of toxic <br /> organics (TTOs) discharged into the sewer system must follow the Categorical <br /> 28 <br />
