• <br /> • <br /> ORDINANCE NO. 2207-97 <br /> An Ordinance Rezoning the Chaplain Property Located in the Sultan Basin <br /> from R-S (Suburban Residential) to WRM(Watershed - Resource Management). <br /> WHEREAS, the City of Everett owns and manages the Chaplain property in the Sultan River <br /> basin for the purpose of providing a municipal water supply for the City of Everett and other <br /> areas is Snohomish County; and <br /> WHEREAS, the City has annexed this property and therefore has the responsibility for regulating <br /> the use of land within this area of approximately 3,100 acres; and <br /> WHEREAS, portions of the City-owned Chaplain Reservoir land are managed under Federal <br /> Energy Regulatory Commission License#2157 regulating the Henry M. Jackson Hydroelectric <br /> Project, conditioned by the implementation of the Wildlife Habitat Management Plan to mitigate <br /> for wildlife habitat losses caused by inundation of land at Spada Reservoir; and <br /> WHEREAS, the Chaplain property zoning of R-S (Suburban Residential)was established upon <br /> annexation because the City did not have a land use zoning classification which provided for the <br /> intended use of the property; and <br /> WHEREAS, the Everett Comprehensive Plan has designated the Chaplain property"watershed- <br /> resource management" and includes policies calling for the establishment of a new zoning <br /> classification to be applied to the Chaplain property that provides for the provision of a safe and <br /> adequate water supply as the primary purpose for the new zoning classification; and <br /> WHEREAS,the Planning Commission conducted a public hearing on January 7, 1997 to <br /> consider the addition of a new zoning classification entitled"Watershed - Resource <br /> Management"to the City of Everett Zoning Code and recommended that the City Council <br /> approve the new zoning classification as an amendment to the Zoning Code; and <br /> WHEREAS, the City Council conducted a public hearing on February 26, 1997 to consider the <br /> recommendation of the Planning Commission; and <br /> WHEREAS, the City Council finds: <br /> 1. The proposed rezoning of the Chaplain Tract to Watershed - Resource Management is <br /> consistent with and implements the Everett Comprehensive Plan policies for resource <br /> lands. <br /> 2. The proposed rezoning of the Chaplain Tract to Watershed- Resource Management bears <br /> a substantial relationship to public health, safety and welfare. <br /> 1 <br />
