Section 1. Ordinance#1671-89, as amended, the City of Everett Zoning Code, is amended by <br /> the addition of the following: <br /> .010 Purpose. The purpose of the Watershed Resource Management(WRM) Zone is to provide <br /> a land use classification which allows for the continuation of existing uses and anticipated future <br /> uses for land in the City-owned Chaplain Tract within the corporate limits of Everett. These are <br /> lands that are not intended for urban development and are located outside the Urban Growth <br /> Boundary. These properties are intended to be used only for municipal service purposes that do <br /> not conflict with the maintenance of a safe and adequate water supply for the Everett water <br /> system, and which are in accordance with applicable license requirements. <br /> .020 Permitted Uses. The following land uses and uses customarily incidental thereto, <br /> are permitted within WRM Zone, subject to the review processes listed herein: <br /> 1. Public water supply management and conservation, including storage,treatment, <br /> pumping, and residual solids management; <br /> 2. Hydro-electric power generation; <br /> 3. Forestry management; <br /> 4. Biosolids application <br /> 5. Public recreation, where allowed; <br /> 6. Wildlife habitat management; <br /> 7. Uses incidental to the above listed uses; <br /> A. Review Process I. Land uses consistent with the applicable management plan adopted by the <br /> City which are below the City's SEPA thresholds for categorical exemptions or which are <br /> exempt from SEPA. <br /> B. Review Process II. Land uses consistent with the applicable management plan adopted by <br /> the City which exceed the City's SEPA(State Environmental Policy Act) Ordinance thresholds <br /> for categorical exemptions. <br /> C. Review Process III. Land uses consistent with the applicable management plan adopted by the <br /> City which are located in areas subject to the shoreline substantial development permit <br /> requirements of the City's Shoreline Master Program. <br /> .030 Development Standards. All uses within the WRM_Zone shall be subject to the <br /> policies and requirements of applicable management plans adopted by the Everett City <br /> Council, the policies and regulations of the shoreline master program, if applicable, and <br /> the Everett Comprehensive Plan. The standards applicable to any structures or <br /> improvements to be built or installed on the property shall be as needed to accomplish the <br /> purpose of such structures or improvements,provided that said improvements are <br /> compatible with City Council adopted land use and_management plans for the property, <br /> and with other adjoining properties. All uses shall comply with the development <br /> standards of Section 37 of this Title, where applicable. <br />
