EXc-E‘ZP i FR0141 CoNIPKE1IENS tyPuiokt., <br /> "Watershed -Resource Management" (WRM) and Rezone of the Chaplain Tract <br /> The proposed addition of the WRM zone to the zoning code and the rezoning of the City-owned <br /> Chaplain Tract in the Sultan Basin is based on the following policy in the Everett Comprehensive <br /> Plan. <br /> 1.9.3. Timber/Watershed/ Resource Management Lands: There are no timber lands of <br /> long term significance located within the contiguous Everett Planning Area. <br /> Timber lands within the City owned Chaplain property shall continue to be <br /> permitted to be harvested in accordance with applicable forest practices <br /> regulations, watershed management plans, and FERC license #2157, where <br /> appropriate. The urban growth policies which pertain to the lands within the <br /> Everett Planning Area shall not apply to the city-owned Chaplain area, which is <br /> located outside of the urban growth area for Snohomish County. <br /> The City of Everett supplies the majority of Snohomish County with domestic and <br /> industrial water. It is anticipated that the number of customers served will <br /> increase from approximately 350,000 in 1993 to 700,000 customers by 2020. The <br /> city-owned Chaplain Reservoir area (Chaplain Watershed), located approximately <br /> 15 miles east of Everett, functions as a large part of this supply system. The City <br /> has annexed most of this land through a provision in State law that allows <br /> annexation of non-contiguous lands used for municipal utility purposes. Everett <br /> manages this land for the long term provision of a safe and adequate water supply <br /> Much of the city-owned Chaplain lands shall continue to be used to provide water <br /> to the Everett Water Service Area. It is anticipated that the demand for Everett's <br /> water will steadily increase over the next 20 years. Timber management on <br /> Chaplain lands is conducted in accordance with the State Forest Practices Act and <br /> applicable licenses. Some of the lands located outside the Chaplain watershed <br /> are also used for limited recreational purposes. Lands within 200 feet of the <br /> Ordinary High Water Mark of the Lake Chaplain and Spada Lake reservoirs are <br /> subject to the Shoreline Management Act policies and regulations. <br /> The City is required by State law to prepare and update a water system plan every <br /> six years, which governs how Everett will manage its water system. This section <br /> of the comprehensive plan deals only with land use policies for the City-owned <br /> Chaplain properties within the Sultan Basin. A new zoning classification will be <br /> developed that will be applied to these lands within the corporate limits of <br /> Everett, <br /> a) The city owned lands in the vicinity of the Chaplain reservoir are hereby <br /> designated "Watershed - Resource Management." The primary use of these lands <br /> is for the management of the Everett municipal water system and other compatible <br /> uses, such as forestry, limited recreation, and wildlife habitat management that <br /> do not conflict with the maintenance of a safe and adequate water supply for the <br /> Everett water system, and which are in accordance with applicable license <br /> requirements. <br /> b) The City shall develop a management plan for the Chaplain area property <br /> to guide the long term use of the land for purposes compatible with the primary <br /> use as Snohomish County's primary water supply. This management plan shall <br /> be the basis for zoning regulations to be applied to the land located within the <br /> corporate limits of Everett. <br /> 4 <br />
