• <br /> Additionally, environmental factors such as steep slopes or wetlands, and lack of sanitary <br /> sewer facilities may limit the development potential and developable density of a <br /> property. In such situations, it may be difficult to achieve the minimum density provided <br /> by the Land Use Map. However, on a property that has no development constraints, the <br /> development standards of the Zoning Code should enable a property owner to realize a <br /> development yield within the range expressed on the Land Use Map. <br /> Section 4. The text of the Transportation Element contained in Exhibit A of Ordinance#2021- <br /> 94, as amended, is amended by the addition of the following text at the beginning of the <br /> Introduction to the Transportation Element:: <br /> (The reader should note that the sections of the Transportation Element which address <br /> regional transit investments were prepared for the initial 1994 Comprehensive Plan <br /> adoption. The language reflected the initial investment strategy that the Joint Regional <br /> Policy Committee, and its successor agency,the Regional Transit Authority, developed in <br /> 1993 and early 1994. A$6.7 billion, 16 year program was defeated by the voters in <br /> March, 1995. A revised phase one plan of$3.9 billion and 10 years was approved by <br /> voters in November 1996. The transportation element will need to be amended. The <br /> element will be adjusted for the 1997 plan update based on the November 1996 vote. <br /> Additionally,the circulation concept for the plan will need to be revised. This was also <br /> prepared for the original Comprehensive Plan in 1994. The possibility of a state <br /> transportation funding package in the 1997 state legislature may affect the type and <br /> amount of transportation investments that Everett can expect to be made (e.g., regional <br /> HOV lane completion). Consequently, the circulation concept will also be modified for <br /> the 1997 update.) <br /> Section 5. The Transportation Element, contained in Exhibit A of Ordinance #2021-94, as <br /> amended, which reads as follows: <br /> Land Use/Transportation Relationship <br /> The Vision 2020 Growth and Transportation Strategy for the central Puget Sound area <br /> endorses the concept of concentrated employment centers, which will be connected by <br /> regional rapid transit. However, Everett is assuming that the regional high capacity rapid <br /> transit system will not be built early enough within the planning period to promote <br /> relatively high levels and densities of population growth. Even if it were to be build <br /> sooner than anticipated, it would not significantly affect travel demand within the city. <br /> Everett is assuming that commuter rail will be established along the shoreline Burlington <br /> Northern rail lines within approximately five years of the adoption of this Plan.
