• <br /> SECTION 33: Rules and Regulations. <br /> The Everett Municipal Court, City Treasurer's Office and the City's Police Department are authorized <br /> to promulgate rules and regulations necessary to administer this ordinance. <br /> SECTION 34: Construction. <br /> This ordinance shall be liberally construed to effectuate its purposes. <br /> SECTION 35: Repealer. <br /> A. The following ordinances or parts thereof are hereby repealed: (Chapter 46.28 EMC) <br /> Ordinance No. 994-83; Ordinance No. 1346-87; Ordinance No. 1487-88; Ordinance No. 1510-88; <br /> Ordinance No. 1526-88; Section 5 of Ordinance No. 1615-89; Ordinance No. 1648-89; Sections 1, 3, 4, <br /> 5, 7, 8 of Ordinance No. 1979-93; Ordinance No. 1995-94; Ordinance No. 2089-95; and Ordinance No. <br /> 2128-96. <br /> B. All ordinances or parts of ordinances in conflict herewith are hereby repealed. <br /> SECTION 36: Savings. <br /> Nothing contained in this ordinance shall be construed as abating any action now pending under or by <br /> virtue of any ordinance of the City herein repealed; or as discontinuing, abating, modifying or altering <br /> any penalty accrued or to accrue, or as affecting the right or liability of any person, firm or corporation, <br /> or as waiving any right of the City under any ordinance or provision thereof in force at the time of <br /> passage of this ordinance. <br /> SECTION 37: Validity. . <br /> Should any section, subsection, paragraph, sentence,clause or phrase of this ordinance or its application <br /> to any person or situation be declared unconstitutional or invalid for any reason, such decision shall not <br /> affect the validity of the remaining portions of this ordinance or its application to any other person or <br /> situation. The City Council of the City of Everett hereby declares that it would have adopted this <br /> ordinance and each section, subsection, sentence, clause, phrase or portion thereof irrespective of the <br /> fact that any one or more sections, subsections, sentences, clauses, phrases or portions be declared <br /> invalid or unconstitutional. <br /> 19 • <br />
