• <br /> • <br /> material and issues raised by the public concerning adult use <br /> businesses, and recommendations for ordinance revisions to the <br /> City' s adult use regulatory scheme based upon the above; and <br /> 10 . The Planning Commission held a public hearing on the <br /> extension to the interim regulations on September 10, 1996 , and <br /> the City Council also held a public hearing on the extension on <br /> October 16 , 1996 ; and <br /> 11 . Since 1986 , the City has formally provided for reasonable <br /> alternative locations for adult use businesses through its zoning <br /> regulations and comprehensive plan policies which locations are <br /> primarily in Southwest Everett and certain other commercial and <br /> industrial zones subject to additional locational requirements . <br /> The amendments set forth in Ordinance No. ' s 2143-96 and 2144-96 <br /> along with the findings and conclusions set forth in Resolution <br /> No. 4264 clarified the issues for purposes of responding to Judge <br /> Farris' ruling; and <br /> 12 . It has previously made substantial findings in Resolution No. <br /> 4264 as well as in Ordinance No. 2144-96 that clearly represent <br /> and show, among other things, that it has previously found that <br /> the zoning amendment adopted in Ordinance No. 2144-96 : <br /> • is consistent with the applicable provisions of the Everett <br /> general plan (City of Everett Comprehensive Plan) ; and <br /> • bears a substantial relation to the public health, safety and <br /> welfare; and <br /> • promotes the best long term interests of the Everett <br /> community; <br /> The City Council hereby makes the same findings relative to the <br /> adoption of this ordinance; and <br /> 13 . The Planning Commission held a public hearing on September <br /> 10 , 1996 , at which time public comment was received both orally <br /> and in writing. The Planning Commission directed that the <br /> written materials be reviewed in conjunction with the work plan; <br /> and <br /> 14 . The written materials which the public provided at the <br /> Planning Commission' s public hearing have been provided to the <br /> City Council; and <br /> Whereas, the City Council does conclude : <br /> 1 . The pending challenges before the federal court and Growth <br /> Management Hearings Board require that the interim regulations <br /> 2 <br />
