Whereas, the City Council has recognized the need to improve the Northeast Everett, Port Gardner, and Riverside Neighborhoods; and Whereas, the City Council has allocated from the 1996 Community Development Block Grant fund $58,377 to make the needed improvements and to be divided among the Northeast Everett, Port Gardner, and Riverside Neighborhoods; and Whereas, the Northeast Everett, Port Gardner, and Riverside Neighborhood residents were asked to suggest improvements and then specify their priorities for the expenditure of the Community Development Block Grant funds; and Whereas, the U.S. Department of Housing and Urban Development approved the grant application for 1996 Community Development Block Grant Program: Now, Therefore, The City of Everett Does Ordain: Section 1: A special construction fund is hereby established as fund 360, Program 096 entitled "1996 Community Development Block Grant Neighborhood Improvement Program Fund" to accomplish the actions authorized in subsequent sections of this Ordinance. Section 2: Authorization is hereby granted to provide for the development of contract plans, specifications and detailed cost estimates and construction required to provide the following: A. Northeast Everett Neighborhood Improvements Allocate $19,459 for neighborhood clean-up, street lighting improvements and street safety projects. B. Port Gardner Neighborhood Improvements Allocate $19,459 for street safety projects, street lighting improvements and neighborhood clean-up. C. Riverside Neighborhood Improvements Allocate $19,459 for street lighting improvements, street improvements at the intersection of Everett Avenue and East Grand, and handicapped access street improvement in the area of Garfield Elementary School. Section 3: Should costs be less for the above projects than originally estimated, similar projects, upon a vote of the Neighborhood, will be funded. If project costs exceed the estimates given, the lowest priority project or projects will be dropped for funding. Section 4: Authorization is hereby given to accumulate costs and distribute payments from Fund 360 Program 096 to accomplish the "1996 Community Development Neighborhood Improvements"
