EXHIBIT A <br /> SCOPE OF WORK <br /> 1.Project Management&Planning <br /> 1.1 —Project Management.Regular phone calls,in-person meetings,and e-mail communication keep everyone up to <br /> speed,avoid misunderstandings,and ensure efficient product delivery.BDS is committed to bringing the City of <br /> Everett's BIA project in on time and on budget with high client satisfaction.Daily time sheets and financial <br /> record keeping,and regular client communication,will make this outcome possible and simple. <br /> 1.2—Regular check-ins.Effective project management requires strong facilitation,communication,process <br /> management,and organizational skills.Regular telephone meetings between BDS,the City,and Downtown Everett <br /> Association to review project progress,schedules,outstanding tasks,and related issues.For this quickpaced six- <br /> month process,weekly calls are probably appropriate Sometimes these can be in-person meetings that are coupled <br /> with other activities in Everett. <br /> 2.District Leadership <br /> On Site Meetings.To ensure efficient and cost-effective projectimplementation,the BDS team's on-site work will be <br /> organized into aseries of"on-site"meeting windows.During each of the on-site visits,we will do as many on-site <br /> activities as possible.Between on-site meeting windows,we will work remotely with the project's leadership via <br /> email and telephone.We propose five meeting windows: <br /> 1.Project Kick Off/District Tours/Goals(mid-January):Kick-off meeting with City staff and existing district <br /> leadership and tour of existing district and potential expansion areas.Identify a ratepayer working group;get <br /> acquainted;set goals.(2.1) <br /> 2.Boundaries/Work Plans/Budgets(early-February):Planning session with the Ratepayer Working Group to <br /> consider BIA boundaries,potential work plans,budgets,and resulting assessments.(2.2) <br /> 3.BIA Concepts/Outreach Plans(late-February):Planning session with the Ratepayer Working Group to finalize <br /> the initial BIA concepts and outline outreach strategies to vet these concepts with key ratepayers.(2.3) <br /> 4.Key Ratepayer Vetting(early-March):One-on-one and small group meetings between business district leaders and <br /> carefully targeted potential major stakeholders in each district.(3.1) <br /> 5.Ratepayer Discussion Groups(late-March):Focused meetings with larger groups of ratepayers in each area to <br /> provide feedback and shape the final BIA proposals.(3.2) <br /> 3.Outreach <br /> 3.1 —Key Ratepayer Vetting.Brian Scott will participate in the one-on-one and small group meetings with key <br /> ratepayers to help focus the conversation,facilitate discussion,answer process questions,and identify needed <br /> adjustments to the conceptual proposals.(BDS Participation optional) <br /> 3.2—Ratepayer Discussion Groups.To expand the outreach beyond the biggest potential ratepayers,BDS will <br /> facilitate one or more focused meetings with groups of ratepayers.These meetings will also include district <br /> leadership,and provide feedback to shape the final BIA proposals.(BDS participation optional) <br /> 4.Analysis&Deliverables <br /> 4.1 —Existing Document Review.The BDS team will review relevant documents provided by City staff and the <br /> Everett Downtown Association leadership.This will provide a general understanding and evaluation ofexisting <br /> conditions in each area and of the existing BIA. <br /> 4.2—Property Data Analysis&Tracking.The basis for meaningful BIA negotiations is information about the <br /> properties in question.BDS will use the Snohomish County Assessor's GIS data to develop a dataset for <br /> each area to see which properties would pay how much under various assessment scenarios.In the course of our <br /> work in dozens of business districts,BDS has developed a standard format for presenting property information and <br /> exploring different assessment scenarios in real time with business district work groups.We are familiar with the <br /> Snohomish County Assessor's records from our recent similar work for the City of Monroe. <br /> 4.3—Mapping,Graphics&Proposal Fact Sheets.The BDS team will also develop maps to support the property data <br /> and district decision-making.We have developed graphic techniques to illustrate different land uses, levels of <br /> assessment and BIA support,benefit zones,and other variables in designing a final BIA proposal. <br /> 4.4—Ad Hoc Marketing&Events Assistance.The BDS team is available to support the City and Downtown Everett <br /> Association with marketing and events assistance as needed,and as budget allows.
