E. Technical Specifications: Technical Specifications: <br /> Railings shall meet all applicable City of Everett codes. Length of each railing shall be 96 <br /> inches. At each end vertical post cross sections shall be 2 by 2 inches and shall have '/2 inch <br /> base plates on each vertical post to allow for surface mounting with 3/8 inch fasteners. <br /> Horizontal rail cross sections shall be 11/2 by 11/2 inches. The top of the upper horizontal rail <br /> shall be 42 inches above finished grade. The bottom of the lower horizontal rail shall be less <br /> than 4 inches above finished grade. Railing interior elements shall be a minimum of 3 by 3 <br /> inch. Maximum opening between all balusters and rails shall be 4 inches (4 inch sphere rule). <br /> Decorative elements may be used in addition to or in place of balusters if they comply with <br /> the requirements for minimum cross sections and maximum openings. The railing shall be <br /> installed along the west side of the 17th Street Plaza at Grand Avenue Park. Railing sections <br /> shall be fastened to each at the top horizontal rails. Railings shall be durable and shall pose <br /> no threat to public safety. Sharp points and edges shall be avoided. Railings shall be able to <br /> withstand human contact and adverse weather conditions. The railings shall have surfaces <br /> from which graffiti can be easily cleaned or removed. <br /> F. Installation: <br /> Artist shall submit specifications to the Parks Department Project Manager. Artist shall <br /> provide for transportation of the railings to Grand Avenue Park. The general contractor will <br /> be responsible for installation of the railings.
