Environmental Management Consulting
August 13, 2007
Caroline E. Sullivan, P.E.
Murray, Smith&Associates, Inc
2707 Colby Avenue, Suite 1110
Everett, WA 98201-3566
Dear Ms. Sullivan
Subject: Scope for Odor Control Support for Everett Lift Station 24
I appreciate the opportunity to submit this scope and budget for the Odor Control Support for the
upgrading of the City of Everett's Lift Station 24. For projects like this the most efficient way to
evaluate odor control alternatives is in a workshop setting. I all ready have all the cost and
performance data for all the control technologies, so both the quantitative and non-quantitative
evaluations can be completed very quickly. The only time consuming analysis is running the
hydrogen sulfide generation predictive model for the force main. This can be done prior to the
workshop or not done at all. Additionally, the analysis can be just documented in the workshop
minutes or a more formal report can be written. The scope below includes the sulfide model and
the report, but they can be eliminated if you wish. If the model is not run, then the evaluation of
force main control methods is less quantitative.
Scope
Task 1 —Site Visit—This can take place the same day as the workshop(2 hours)
Task 2—Hydrogen Sulfide Predictive Model—The model needs detailed flow, temperature,
BOD, and pipe alignment data(8 hours)
Task 3 —Workshop and Workshop Prep—The workshop will take 1 to 2 hours. I normally
present some background information on odor control technology and then go through what each
technology would look like and how it would perform at this location. (6 hours)
Task 4—Report—If a report is needed it normally takes about a day to complete(8 hours)
Total hours for everything is 24 hours(at$140 per hour is $3,360). Expenses should be limited
to car mileage. My costs for everything should not exceed$3,500.
If we need to further discuss this, please call my office at 360-802-5540. Thank you for the
opportunity to present this.
Sincerely,
Thomas R.
