C <br /> VII. CONSTRUCTION SERVICES; PROJECT SCHEDULE <br /> A. Construction Standards <br /> With regard to the Project specified in Exhibit A to this HTF Agreement, the <br /> Project shall be constructed in a good and workmanlike manner, free of <br /> deficiencies in work or materials and free and clear of liens, and shall be subject <br /> to the approval of the City, which approval shall not be unreasonably withheld. <br /> B. State Labor Standards <br /> The Grantee shall require that Project construction contractors and <br /> subcontractors pay their laborers and mechanics at wage rates not less than <br /> those prevailing on similar construction in the locality in accordance with <br /> Chapter 39.12 RCW pertaining to payment of state prevailing wages on public <br /> works projects. <br /> VIII. ENVIRONMENTAL REVIEW <br /> The Grantee retains responsibility for fulfilling the requirements of the State <br /> Environmental Policy Act (SEPA) and regulations and ordinances adopted thereunder. <br /> IX. COMPETITIVE BIDDING <br /> Pursuant to RCW 36.32.415, the Grantee shall make every reasonable and practicable <br /> effort to utilize a competitive bidding process. <br /> X. REPORTING REQUIREMENTS; ANNUAL REPORTS <br /> Once the Project has been completed, the Grantee shall, for the term of the Agreement, <br /> submit to the City upon request tenant information, which may include, but is not limited <br /> to, income, household size, race, disability status, beds occupied, number of persons <br /> turned away, etc. <br /> XI. AUDITS; INSPECTIONS <br /> The Grantee agrees that it and the Project are subject to audit by the City and to <br /> recovery for any audit exception which occurs due to its negligence or failure to comply <br /> with the terms of this HTF Agreement. <br /> At any time during the term of this Agreement, the City or its designee may enter and <br /> inspect the physical premises of the Grantee's office and inspect all accounting and <br /> other records pertaining to the Project. <br /> XII. BREACH BY THE GRANTEE; REMEDIES <br /> In the event of a material breach of any of the provisions of this 2060 HTF Agreement by <br /> the Grantee, the City may give written notice thereof to the Grantee by registered or <br /> certified mail addressed to the Grantee at the notice address determined pursuant to this <br /> Agreement. If such violation is not corrected to the satisfaction of the City within thirty <br /> 6 <br /> 9 . <br />
