Resolution No. 6496 <br /> A RESOLUTION DECLARING AN EMERGENCY <br /> REGARDING THE REPAIR AND REPLACEMENT OF THE SEWER LIFT STATION NO. 24 FORCE MAIN <br /> AND AUTHORIZING THE MAYOR TO SETTLE PROPERTY DAMAGE CLAIMS <br /> WHEREAS, <br /> A. The City of Everett owns and operates Sewer Lift Station No. 24,which is located in <br /> Snohomish County south of the City limits. Sewer Lift Station No. 24 collects sewage from over 15,000 <br /> residents in south Everett and areas immediately south of the City in Snohomish County. The average <br /> daily sewer flow to and out of Sewer Lift Station No. 24 is approximately 2.2 million gallons,which is a <br /> significant contribution to the City's sewer system. <br /> B. The discharge line from Sewer Lift Station No. 24 is a 20-inch ductile iron pipe installed <br /> in 1981,and is generally considered to have an operational life of 50 to 75 years. It is located within <br /> Silver Way in the County, enters into the City at 116th, continues to 108th Street SW and 3rd Avenue SE, <br /> and ultimately enters the City's wastewater treatment plant. <br /> C. The discharge line broke on April 12,2012, causing a release of approximately one <br /> million gallons of raw sewage into North Creek. The Public Works Department fixed the break by <br /> replacing over twenty feet of the discharge line, in addition to the pumping,clean-up and other <br /> activities necessary to cope with the break. This work was completed on April 13, 2012. <br /> D. Forensic and structural analysis of the removed sections of the discharge line and <br /> portions of the discharge line still in place indicates the discharge line has experienced damage and loss <br /> of structural strength. This means that other parts of the discharge line may be susceptible to further <br /> breaks,which would result in further discharge of sewage into North Creek, affecting health, sanitation, <br /> habitat,and the environment. It is not possible to predict when further breaks of the discharge line <br /> may occur, as they could occur at any time. <br /> E. Because of the imminent threat of possible future breaks, immediate action is necessary <br /> to replace approximately 1,600 feet of the discharge line. This replacement project is roughly estimated <br /> to cost$1.5 million. The Public Works Department is completing plans and specifications for the project, <br /> and is in the process of placing orders for necessary materials, including the replacement pipe. The <br /> plans and specifications and the replacement pipe should be ready by the end of May 2012. <br /> F. Because of the imminent threat and the need for immediate action,an emergency <br /> exists. Time is of the essence in proceeding with construction once the plans and specifications and <br /> materials are ready. <br />
