WHEREAS,the Planning Commission has recommended to the City Council the approval of <br /> various amendments to the text and policies of the Everett Comprehensive Plan, as well as <br /> amendments to the Land Use Map and the rezoning of specific properties to implement the <br /> Comprehensive Plan; and <br /> WHEREAS, the City Council held a Public Workshop on June 26, 1996, and Public Hearings on <br /> July 10, 1996 and July 17, 1996 to consider the recommendations of the Planning Commission <br /> concerning various amendments to the text and policies of the Everett Comprehensive Plan, as <br /> well as amendments to the Land Use Map and the rezoning of specific properties to implement <br /> the Comprehensive Plan; and <br /> WHEREAS,the City Council finds that the proposed amendments to the text and policies of the <br /> Comprehensive Plan are consistent with the requirements of the Growth Management Act, <br /> consistent with the Vision 2020 Growth and Transportation Strategy, consistent with the <br /> Snohomish County County-Wide Planning Policies, and consistent with other policies of the <br /> Comprehensive Plan; and <br /> WHEREAS,the City Council finds that the proposed amendments to the text and policies of the <br /> Comprehensive Plan promote the best long-term interests of the Everett community. <br /> NOW, THEREFORE, THE CITY OF EVERETT DOES ORDAIN: <br /> Section 1. The City of Everett Growth Management Comprehensive Plan, as contained in <br /> Exhibit A of Ordinance #2021-94, Section entitled"Introduction," is hereby amended by the <br /> addition of the following text: <br /> Annual Amendment and Update of the Growth Management Comprehensive Plan. <br /> A. Introduction. The Growth Management Act and subsequent amendments made by the <br /> State Legislature provide direction for the amendment of comprehensive plans. This Section <br /> spells out Everett's procedures for the annual update and revision of the City's Growth <br /> Management Comprehensive Plan. The procedures described herein shall be used by the City <br /> and the public in proposing, reviewing and approving amendments to the comprehensive plan. <br /> Although the Comprehensive Plan is intended to be a guide for the public, elected officials, <br /> Planning Commission, and city staff in making decisions concerning community growth, land <br /> use and development decisions, capital improvements, and other programs, it is not so rigid as to <br /> be inflexible or unresponsive to changing circumstances. While changes to the comprehensive <br /> plan will be required from time to time, they should be carefully considered, responsive to the <br /> changing needs of the community, and in the best long term interest of the entire community. In <br /> order to determine if the plan is effectively implementing the vision of the community, it should <br /> be periodically reviewed to determine how well it is performing and being implemented. This is <br /> not to suggest that the policies of the plan be changed routinely, but that they be reviewed from <br /> time to time to keep the plan abreast with legal requirements, community needs, and changing <br /> circumstances. <br />
