• <br /> WHEREAS, the Land Use Element and the Housing Element of the City of Everett Growth <br /> Management Comprehensive Plan call for amendments to the development standards in single <br /> family zones to allow smaller lots in single family zones, and to allow duplexes in the R-1 (Single <br /> Family Low Density) zone; and <br /> WHEREAS, the Planning Commission has conducted public workshops and hearings to consider <br /> amendments to a variety of zoning code standards related to higher residential densities and the <br /> public has repeatedly stated that higher densities will be acceptable to existing neighborhoods only <br /> if design standards or guidelines are established which ensure quality development and <br /> compatibility with existing neighborhoods; and <br /> WHEREAS, the Regulatory Review Committee recommended that the Planning Commission <br /> approve the amendments to the minimum lot area requirements of single family zones, and to <br /> allow duplexes in the R-1 Zone; and <br /> WHEREAS, the Regulatory Review Committee also recommended that new development <br /> standards be applied to single family dwellings on small lots and to duplexes; and <br /> WHEREAS, the Planning Commission held Public Workshops and Public Hearings to consider <br /> the recommendations of the Regulatory Review Committee on February 14, 1995; May 16, 1995; <br /> and March 5, 1996; and did consider public testimony concerning the proposed changes to the <br /> single family zoning regulations, and has recommended that the City Council approve <br /> amendments to the Zoning Code, with some modifications to the changes recommended by the <br /> Regulatory Review Committee; and <br /> WHEREAS, the City Council has conducted a public hearing to consider the recommendations of <br /> the Planning Commission; and <br /> WHEREAS, the City Council finds: <br /> 1. The proposed amendments to the Single Family Zoning regulations are consistent with and <br /> implement the policies of the Everett Comprehensive Plan; <br /> 2. The proposed amendments to the Single Family Zoning regulations bear a substantial <br /> relationship to the public health, safety and welfare; and <br /> 3. The proposed amendments to the Single Family Zoning regulations promote the best long- <br /> term interests of the Everett community; <br /> NOW, THEREFORE, THE CITY OF EVERETT DOES ORDAIN: <br /> Section 1. Section entitled "Use-Standards Table," Pages 7-01, 7-02, 7-03 and 7-04 of <br /> Ordinance #1671-89, as amended by Section 4 of Ordinance #1729-90, and Sections 4, 5 and 6 of <br /> Ordinance #1848-92, is hereby eliminated. <br />
