3. That in the R-2 zone, the following standards shall apply: <br /> a. On lots without alley access, and on lots abutting a public alley where <br /> topography precludes vehicular access to off-street parking from the alley, no <br /> individual lot therein shall be less than four thousand square feet in area, fifty feet <br /> in width, or eighty feet in lot depth; <br /> b. On lots with alley access, except those described in subsection 3.a, no <br /> individual lot therein shall be less than thirty feet in width, or eighty feet in lot <br /> depth. On such lots, the minimum lot frontage requirement shall be not less than <br /> 30 feet, and the lot frontage requirements of Section 39.130.D shall not apply; <br /> 4. That lot area averaging may not be used to create lots for duplexes or multiple <br /> family dwellings with less lot area than otherwise required by this Title for the zone in <br /> which the property is located; <br /> 5. Not more than a thirty-five percent increase over the required minimum lot area <br /> for any single lot shall be credited in computing average lot area; <br /> 6. Common open space and/or common recreation areas provided within a <br /> subdivision shall be permitted to be included in the calculation of average lot area. <br /> 7. Environmentally sensitive areas placed in an environmentally sensitive area tract or <br /> covenant may be included in the calculation of average lot area, provided that no portion <br /> of an environmentally sensitive area may be included in the lot area of any lot containing <br /> less than 5,000 square feet. <br /> 8. The development standards of Section 7.010 shall apply to single family dwellings <br /> on lots with less than 5,000 square feet created using the lot area averaging process. <br /> Section 13. Section 39.130.0 of Ordinance#1671-89, as amended by Section 55 or Ordinance <br /> #1849-92, which reads as follows: <br /> C. Structures and Improvements. No improvement or structure may be located in a required <br /> setback area except as follows: <br /> 1. A driveway, walkway, and/or parking area subject to the standards of Section 34. <br /> 2. A deck which is not higher than thirty-six inches above grade may extend into a <br /> required side yard up to the side lot line. <br /> 3. Chimneys with or without foundations, bay windows, eaves, greenhouse windows <br /> and other elements of a structure that customarily extend beyond the exterior walls of a <br /> structure and do not require a foundation may extend up to eighteen inches into any <br /> required setback area. The total horizontal dimension of the elements that extend into a <br /> required yard, excluding eaves, may not exceed twenty five percent of the length of the <br /> facade upon which the architectural element is located. No variance shall be granted to <br /> allow the architectural element to exceed twenty five percent of the width of the facade <br /> upon which it is located. <br /> 4. Fences may be located in required setback areas subject to the fence regulations <br /> contained within this section. <br /> 5. Rockeries and retaining walls may be located in required setback areas if: <br /> a. The rockery or retaining wall is not being used as a direct structural <br /> support for a building; <br />
