1. The adoption or amendment of a comprehensive plan, subarea plan, or <br /> development regulations; and <br /> 2. Lot line or boundary adjustments, street vacations and building and other <br /> construction permits, or similar administrative approvals, categorically exempt <br /> from environmental review under chapter 43.21C RCW, or for which <br /> environmental review has been completed in connection with other project permits. <br /> B. Scope of Project Review/Project Consistency <br /> 1. Fundamental land use planning choices made in the City's comprehensive plans <br /> and development regulations shall serve as the foundation for project review. The review <br /> of a proposed project's consistency with applicable development regulations, and the <br /> adopted comprehensive plan shall serve as the starting point for project review. Land use <br /> permit review shall not reanalyze these land use planning decisions in making a permit <br /> decision. <br /> 2. The Director of Planning and Community Development or his/her designee <br /> ("Director") may determine that existing requirements including mitigation measures in <br /> applicable development regulations and plans and other applicable laws provide adequate <br /> mitigation for some or all of the project's specific adverse environmental impacts. <br /> 3. Nothing in this ordinance limits the authority of the City to approve, condition, or <br /> deny a project as provided in its adopted development regulations and in its policies <br /> adopted under RCW 43.21C.070. Project review shall be used to identify specific project <br /> design and conditions relating to the character of development; to identify specific adverse <br /> environmental impacts of the proposal not previously analyzed; and to address the details <br /> of site plans, curb cuts, drainage swales, transportation demand management, the payment <br /> of impact fees, or other measures to mitigate a proposal's probable adverse environmental <br /> impacts. <br /> C. Project Consistency <br /> 1. A proposed project's consistency with the City's development regulations and the <br /> appropriate elements of the comprehensive plan or subarea plan adopted under chapter <br /> 36.70A RCW, shall be determined by consideration of: <br /> a. The type of land use allowed; <br /> b. The level of development allowed, such as units per acre or other measures <br /> of density; <br /> c. Infrastructure, including the adequacy of public facilities and services <br /> needed to serve the proposed development; and <br /> d.
