ORDINANCE NO. 2107-95 An Ordinance Amending the Zoning Regulations of the B-3 Zone (Central Business District), Section 22 of Ordinance#1671-89, as amended by Ordinance#1849-92, Ordinance#1848-92, Ordinance #1811-91, Ordinance#1793-91, and Ordinance#1729-90 (EMC 19.22). WHEREAS, the City Council adopted Ordinance#1671-89, establishing a new Zoning Code for the City of Everett; and WHEREAS, the City Council has amended the Zoning Code from time to time; and WHEREAS, Ordinance#1671-89, as amended, contains regulations for the B-3 Zone (Central Business District); and WHEREAS, in appointing the Regulatory Review Committee, the Mayor asked the Committee to review and make recommendations to simplify the B-3 Zone regulations; and WHEREAS, the Planning Department staff provided recommendations to the Regulatory Review Committee for streamlining the B-3 Zone, which the Committee further modified in making its recommendation to the Planning Commission; and WHEREAS, the Planning Commission held Public Workshops and Public Hearings to consider the recommendations of the Regulatory Review Committee to revise the B-3 Zone regulations on November 15, 1994; December 20, 1994; January 17, 1995; June 6, 1995; July 11, 1995; August 15, 1995; and September 12, 1995; and WHEREAS, the Planning Department notified property owners within the B-3 zone and the majority of businesses located in the B-3 zone of the proposed revisions to the B-3 zone regulations; and WHEREAS, the Planning Commission did consider public testimony from property owners, business owners, the Chamber of Commerce, and citizens concerning the proposed changes to the B-3 zone regulations, and did make revisions based upon the public testimony and has recommended that the City Council make changes to the B-3 Zone regulations; and WHEREAS, the City Council finds: 1. The proposed amendments to the B-3 Zone regulations are consistent with the Everett Comprehensive Plan;
