Section 21. Section 22.020.D of Ordinance #1671-89 (EMC 19.22.020.D) which reads: <br /> D. Building Facades. Except as may otherwise be allowed by Subsection 22.020.F, <br /> all new or remodeled buildings located in the areas indicated on Map No. 28-4 shall be <br /> subject to the following requirements for those portions of the building facade between <br /> two (2) feet and eight (8) feet above the sidewalk: <br /> 1. Any portion of a facade which is not transparent shall be considered to be a blank <br /> facade. Clear or lightly tinted glass in windows, doors, and display windows shall <br /> be considered transparent. Transparent areas shall allow views into the structure <br /> or into display windows from the outside. <br /> 2. Blank facades shall not exceed twenty (20) feet in width. <br /> 3. Any blank facade segments of the facade of a structure shall be separated by <br /> transparent areas of at least two (2) feet in width. <br /> 4. The total of all blank facade segments shall not exceed 40 percent of the length of <br /> the facade of the structure along any pedestrian oriented street frontage designated <br /> on Map No. 28-4. <br /> 5. Pedestrian access to office or residential uses located above or behind retail, <br /> personal service, dining or entertainment uses on the ground floor level shall be <br /> permitted at the street level provided that such access shall not exceed 20 percent <br /> of the width of the structure's front facade. <br /> is hereby amended to read: <br /> C. Building Facades. All new or remodeled buildings abutting the sidewalk in the B-3 <br /> zone shall be subject to the following requirements for those portions of the building <br /> between two feet and eight feet above the sidewalk. When building facades are proposed to <br /> be renovated, the following standards shall apply for those portions of the building between <br /> two feet and eight feet above the sidewalk. <br /> 1. Any portion of a facade which is not transparent shall be considered to be a <br /> blank facade. Clear or lightly tinted glass in windows, doors, and display windows <br /> shall be considered transparent. Transparent areas shall allow views into the <br /> structure or into display windows from the outside. <br /> 2. The provisions of this section may be modified by the Planning Director if the <br /> applicant proposes an alternative method of design which provides a pedestrian <br /> friendly treatment of the facade which is equivalent or superior to that which would <br /> be achieved through strict compliance with the provisions of this section, or where <br /> the slope of the sidewalk would render the requirements of this section ineffective. <br /> '174 <br />
