The plan was unanimously recommended for approval by the Parks
Board and Council's Budget Committee. Environmental review was completed by the Planning Department on
February 7, 2008.
The plan includes: 1) a new and enlarged playground and playground area; 2) expansion of the multi-purpose
play/open space field; 3) improvements to the walking paths, basketball court, benches, parking and planting areas;
and 3) an increase to the tree canopy of approximately 30 percent.
Council approved funding Ordinance 2817-05 on January 19, 2005, for this project in the amount of $436,432 (master
planning through construction). Though the Master Plan elements are consistent with the original conceptual
improvements identified 3.5 years ago, it is likely that the cost to construct the project will require additional funding
due to substantial construction cost inflation during the past several years.
Subsequent to Master Plan adoption by Council, staff will prepare and request Council approval to request bids to
construct the project once construction documentation is complete. Staff will then review the bids with the Council's
Budget Committee and identify the additional funds necessary to construct the improvements. A revised funding
ordinance and construction contract will then be presented to Council for consideration.
RECOMMENDATION: Adopt the Lions Park Master Plan update.
C:\Documents and Settings\SuClark\Desktop\Mar. 14 Council\CSLiowMasterPlanUpdate 3-14-08.doc
