BRAC procedures require that planning for the future re -use and <br />redevelopment of surplus military properties be conducted by a Local Redevelopment Authority (LRA), <br />which must include the local agency responsible for land use planning. The City Council held a workshop <br />on February 20, 2008, at which City staff and representatives of the Office of Economic Adjustment, the <br />Army, and the Department of Housing and Urban Development addressed the requirements and <br />responsibilities for acting as the LRA for the re -use of the Oswald Reserve Center. At the conclusion of the <br />workshop, Council directed staff to prepare a resolution asking that the Office of Economic Adjustment <br />recognize the City of Everett as the LRA for the Oswald Reserve Center property. <br />RECOMMENDATION (Exact action requested of Council): <br />Adopt a Resolution requesting that the Federal Office of Economic Adjustment recognize the City of Everett <br />as the local redevelopment authority under the Base Realignment and Closure Procedures for the disposition <br />of the Oswald Army Reserve Center Property located at 1110 Rainier Avenue. <br />31 <br />
