SILVER LAKE HYDROPLANE RACES <br /> Hydroplane races have been conducted at Silver Lake, Thornton A. Sullivan <br /> (TAS) Park since 1954. The sponsoring organization is the Seattle Outboard <br /> Association (SOA), a non-profit organization which sponsors and supports limited <br /> hydroplane racing. <br /> City ordinance requires SOA to apply for a permit through the Everett Parks and <br /> Recreation Department, conduct a public hearing before the Parks Commission <br /> and then requires the approval of the city council. The ordinance pertaining to <br /> outboard races on Silver Lake only permits one race per year. The permit <br /> approval waives the horsepower and speed limit restrictions for Silver Lake. The <br /> permit is also reviewed by the Everett Police Department, Fire Department and <br /> Office of Neighborhoods for comment. <br /> The department requires SOA, as a condition of the permit to provide the <br /> following items: <br /> a. Insurance in the amount of $5 million for injury/damage <br /> b. On site medical assistance (Everett Fire or Rural/Metro) <br /> c. Rescue boats (3) in the water during the races <br /> d. Trained PADA certified divers on the rescue boats <br /> e. Signed waivers for visitors wanting to enter the pit area <br /> f. Adequate staff to conduct the races and manage the event <br /> g. Rental of Silver Hall <br /> h. Clean-up of all litter and garbage at the conclusion of the event <br /> SOA as the organizer is required to find their own sponsors and cover all <br /> expenses. This is not a fund raiser and revenue above expenses the last 5 years <br /> ranges between $300 and $500 dollars. <br /> All racers are required to belong to the American Power Boat Association (APBA) <br /> which regulate the conditions of the race. All boats must meet APBA standards <br /> in regards to construction, equipment, motor size and modifications. SOA is <br /> required to follow all APBA regulations. <br /> The race is a family event and races are conducted for youth and adults broken <br /> down into classes by age and motor size. Races are run in heats for each class <br /> with heat winners moving up until each class has a winner. Each heat race takes <br /> 5 minutes or so to run. <br />
