The bids ranged from a low bid of $24,648,908.48 to a high bid of <br />$27,427,983.00. The Engineer's estimate was $26,716,786.00. An evaluation of the low bid proposal showed <br />that the apparent low bidder, Tri-State Construction, meets all of the contract bidding requirements.
