Notwithstanding any language used in this Code, it is not the intent of this code to create a duty and/or cause of action running to any individual or identifiable person but rather any duty is intended to run only to the general public. Section 5: The City of Everett hereby declares that should any section, paragraph, sentence or word of this Ordinance or of the UBC or UBCS hereby adopted be declared for any reason to be invalid, it is the intent of the City of Everett that it would have passed all portions independent of the elimination herefrom of any such portion as may be declared invalid. Section 6: This Ordinance shall not be construed nor held to repeal Ordinance No. 1881-92 as to any offense committed against such former ordinance or as to any act done, any penalty, forfeiture or punishment so incurred, or any right accrued or claim arising before under the former ordinance, or in any way whatever to affect any such offense or act so sommitted or so done, or any penalty, forfeiture or punishment so incurred or any right accrued or claim arising before this ordinance takes effect..
