• <br /> WHEREAS,the Planning Commission considered five alternative land use patterns for the 19th Avenue <br /> SE Study Area and the development potential which could result from implementation of each of the <br /> land use alternatives; and <br /> WHEREAS,the Planning Commission held public hearings on March 27 and 28, 1995 to consider public <br /> testimony and written comments from Costco representatives,other property owners within the 19th <br /> Avenue SE Study Area,the Silver Lake Action Committee neighborhood organization, City staff,and <br /> the general public in consideration of a final land use plan for the study area; and <br /> WHEREAS,the City Council finds: <br /> 1. The Land Use Plan depicted in Alternative D promotes an orderly accommodation of growth <br /> consistent with the Land Use Concept described in the Everett Growth Management <br /> Comprehensive Plan. <br /> 2. The proposed land use designations as depicted in Alternative D and implementing zoning could <br /> reduce the population holding capacity of the 19th Avenue SE study area by approximately 1,797 <br /> persons, as compared to the interim land use designations. However,the resultant population <br /> holding capacity of the Everett Planning Area exceeds the 2012 population target of Everett's <br /> comprehensive plan. <br /> 3. The proposed land use designations as depicted in Alternative D and implementing zoning will <br /> allow for the majority of the vacant or redevelopable land within the study area to be developed <br /> with multiple family housing, and will allow for approximately 493,300 square feet of additional <br /> commercial development. <br /> 4. There are no existing uses that would be made nonconforming as a result of the land use <br /> designations and implementing provided by Alternative D. <br /> 5. The west side of 19th Avenue SE,north of 112th Street SE should be re-designated as a"high <br /> intensity mixed use corridor"as described in the comprehensive plan discussion of Everett's <br /> Land Use Concept, since it is a narrow,triangular shaped area that is located between Interstate 5 <br /> and SR 527,and SR 527 will become increasingly congested under any land use designation due <br /> to the large and growing residential area located east of SR 527 and the limited number of roads <br /> crossing Interstate 5. <br /> 7. The changes in zoning for the 19th Avenue SE Study Area which would result from the land use <br /> designations of"Alternative D"will provide for the best long term interests of the Everett <br /> community. <br /> 8. The land use designations and implementing zoning depicted in Alternative D will accommodate <br /> the Costco proposal: and <br /> WHEREAS,the City Council concludes: <br /> 1. The Land Use Plan depicted in Alternative D is hereby adopted as the land use designations and <br /> implementing zoning for the 19th Avenue SE Study Area. <br /> 2 <br />
