Research documents that brain <br /> development is higher during the first five years of a child's life than at any other time. Children with <br /> exposure to early learning experiences are much more likely to be successful in school. In Washington State, <br /> it is estimated that less than half of the children entering their first year of school are sufficiently prepared— <br /> and the majority of children who are not prepared for kindergarten have difficulty reading by 4t grade. <br /> Although public libraries have long been involved in early learning through story times and other programs, <br /> and by providing resources to help parents with the materials needed for early learning, libraries are seldom <br /> recognized by the government, foundations, or the education establishment for this work. This project <br /> addresses this situation. It is a two year project. The cost to participate is .1% of our 2007 budget or$4627. <br /> RECOMMENDATION(Exact action requested of Council): <br /> Authorize the Mayor to sign the Interlocal Agreement for Early Learning Advocacy Services in the amount <br /> of$4626. <br /> 81 <br />
