In order to comply with the U.S. Environmental Protection Agency's Pretreatment <br /> Streamlining Rule which modified 40 CFR Sections 9, 122 and 403 in October 2005, the City must update its <br /> wastewater pretreatment regulations. The attached draft Ordinance would replace Chapter 14.40 of the <br /> Everett Municipal Code with updated wastewater pretreatment regulations that reflect requirements for users <br /> of Everett's Publicly Owned Treatment Works that are consistent with the federal Pretreatment Streamlining <br /> Rule. Some of changes reduce the regulatory burden on the City, the users, or both, while other changes may <br /> increase the regulatory burden. Both the Washington State Department of Ecology and the U.S. <br /> Environmental Protection Agency Region X have reviewed and approved the attached draft. <br /> RECOMMENDATION (Exact action requested of Council): <br /> Adopt an ordinance relating to uniform requirements for users of the Publicly Owned Treatment Works <br /> (POTW) for the City of Everett,repealing and replacing Ordinance 2034-95 (Chapter 14.40 EMC), as <br /> previously amended by Ordinance 2247-97 (Chapter 14.40 EMC), which may be referred to as-the — — — — <br /> "Pretreatment Ordinance." <br />
