All but four have had control projects to reduce overflow events to an average of one event per year over a five-year National Pollutant Discharge Elimination System (NPDES)permit cycle. Puget Sound Outfall 5 is one of the four remaining uncontrolled outfalls on Port Gardner Bay. HDR Engineering has reviewed the existing facilities at Puget Sound Outfall 5 and Lift Station No. 3 and has completed the design for these improvements. This project will construct a new structure to replace an outdated weir and improve the monitoring of overflow events at this location. The new facilities will also provide an increase in conveyance capacity for base flows to Lift Station No. 3. Information from this new monitoring configuration will be used in the design of the Bond Street CSO Control Facilities project. Construction plans for that project are required to be completed by the end of the year per the City's National Pollutant Discharge Elimination System permit for the Water Pollution Control Facility. RECOMMENDATION: 4 Authorize a Call for Bids for the Puget Sound Outfall 5 Overflow Structure.
