All but four have had control projects to <br /> reduce overflow events to an average of one event per year over a five year permit cycle. Puget Sound <br /> Outfall 5 is one of the four remaining uncontrolled outfalls on Port Gardner Bay. HDR Engineering has <br /> reviewed the existing facilities at Puget Sound Outfall 5 and Lift Station No. 3 and has determined that <br /> revisions need to be made. This project will construct a new structure to replace an outdated weir and <br /> improve the monitoring of overflow events at this location. The new facilities will also provide an increase <br /> in conveyance capacity for base flows to Lift Station No. 3. <br /> Information from this new monitoring configuration will be used in the design of the Bond Street CSO <br /> Control Facilities project. Construction plans for that project are required to be completed by the end of the <br /> year per the City's National Pollutant Discharge Elimination System (NPDES) Waste Discharge Permit for <br /> the Water Pollution Control Facility. <br /> Due to high groundwater at the site and the impact of stormwater flows on the combined sewer lines <br /> involved, construction of this project needs to be completed prior to high water flows in the fall. The bid <br /> opening for this project was on June 10, 2008, the tabulation of the bids is attached. The lowest responsive, <br /> responsible bidder was Clearcreek Contractors with a bid of$291,373.80. <br /> RECOMMENDATION: '`9 <br /> Authorize the Award of the Contract to Clearcreek Contractors the lowest responsive,responsible bidder for <br /> the Puget Sound Outfall 5 Overflow Structure in the amount of$291,373.80. <br />
