These facilities require the generator of the waste to chemically characterize
the materials needing disposal(a waste profile—see attached example) and then compare the results to the waste
acceptance levels of the disposal facility. A profile is required for each shipment or type of waste, thus there could be
several for any particular cleanup site. By practice the City uses accredited laboratories and consultants to profile
materials and verify the results.
The sheet requires that the generator,in this case the City, state that the profiling of the waste is accurate and
indemnify the facility should the profile be inaccurate. This action would allow the generator waste profile sheets to
be signed by the Mayor or his designee as needed during site cleanup activities, and thus allow the work to proceed
without delay. Disposal facilities will not accept waste without a signed profile sheet. Public Works is managing and
expecting at least three cleanup construction projects this summer.
RECOMMENDATION (Exact action requested of Council):
Authorize the Mayor or his designee to sign Generator Waste Profile Sheets.
 0
C:\Documents and Settings\SuClark\DeslctopUune 17 CounciTcouncil agenda profile 061808.doc
