The golf green fees related to this delegation(as identified in Resolution No. <br /> 5837)approved on November 22,2006 include the following: 1)Daily Play(e.g.weekday,early bird);2)Annual Passes(e.g. <br /> single,senior);3)Frequent Play Cards(e.g.weekday,weekend);4)definitions,terms and conditions;and 5)Beginning and ending <br /> hours of discount rates. <br /> Based on the adopted 2008 parks department budget for golf(fund 440),these golf green fees comprise approximately 64% <br /> ($2,392,936)of the total golf program revenue estimate of$3,743,082. The remainder(36%)of revenue is based on fees and <br /> prices for goods and services such as food and beverages,golf car rentals and pro shop merchandise,the authority for which is <br /> established administratively. <br /> City Council adoption of the Parks Department's Cost Benefit Policy on December 19,2007,provides City Council policy <br /> direction for the establishment of recreational program fees to guide the department's effort in 1)helping to achieve cost recovery <br /> goals departmental wide and recreational program specific(e.g.golf)and 2)establishing recreational program revenue targets <br /> based upon the level of community versus individual benefits derived from provision of the recreational program. <br /> The proposed resolution also outlines a public process that encourages public participation in the decision making procedure to <br /> establish and/or modify golf green fees outlined above. <br /> RECOMMENDATION: Approve a Resolution providing for the delegation of the establishment and modification of Golf Green <br /> Fees for the City of Everett Municipal Golf Courses,Walter E.Hall and Legion Memorial and superseding Resolution No.5837. <br /> 11 <br />
