The master plan provides for 850,000 square feet <br /> of overall development, which will be phased over time beyond 2025. The first phase will be a utility <br /> building and below grade infrastructure to support future development on both the existing Colby campus <br /> and on the ECC property, a pedestrian bridge between the new hospital tower south of 13th Street and the <br /> cancer center building. Future phases call for clinic and medical related uses, and another hospital tower <br /> north of 13th Street, with a connection between towers above 13th Street. The master plan includes <br /> development standards (setbacks,height, landscaping, signs, access,traffic,parking, etc.) and design <br /> guidelines for future phases of development,which will include review by the Design Review Committee <br /> making a recommendation to the Planning Director as part of the SEPA process for individual buildings. <br /> RECOMMENDATION (Exact action requested of Council): <br /> Adopt an Ordinance approving an amendment to the Land Use Policies, and Land Use Map of the <br /> Comprehensive Plan from"College" (2.2)to "Hospital" (2.4), and a Rezone from R-2 (Single <br /> Family) to R-2-I (Institutional Overlay), including adoption of a master plan for the Providence <br /> Everett Medical Center expansion on the Everett Community College property.
