1.1 <br /> that most specifically applies to the consideration of PEMC's proposed expansion <br /> to the ECC Property. PEMC has identified its expansion needs, and the City has <br /> reviewed the proposed change to the current college institutional designation and <br /> residential zoning on the ECC Property in the context of the City's <br /> Comprehensive Plan and consistently with Land Use Policy 2.11.4. The proposed <br /> re-designation of the ECC Property represents an expansion of PEMC to the <br /> "north and northeast" of Block 248 as directed in Land Use Policy 2.11.4. No <br /> homes are lost as a result of this expansion. <br /> 3. This Comprehensive Plan amendment is also consistent with other policies which <br /> apply more generally. Specifically, consistent with Policy 2.5.1, hospital <br /> institutional uses will be expanded to a residentially zoned area that is currently <br /> designated for college institutional uses. Consistent with Land Use Policy 2.5.2, <br /> the PEMC Master Plan for the ECC Property will result in intensive development <br /> of the ECC Property, including a future hospital tower, structured parking and <br /> other multi-story medical facilities, rather than sprawling development. <br /> Consistent with Land Use Policy 2.5.3, the PEMC Master Plan for the ECC <br /> Property, and the Design Review process will require hospital expansion to be <br /> visually compatible with and minimize parking and traffic impacts upon the <br /> residential neighborhood. Consistent with Land Use Policy 2.10.3, the City <br /> reviewed the impacts of PEMC's proposed expansion pursuant to EMC Chapter <br /> 19.33B, SEPA, and other applicable ordinances of the City. <br /> 4. Comprehensive Plan Policy 2.10.4 related to land uses that meet the description of <br /> "essential public facilities" requires the fair share distribution of such facilities <br /> throughout the County, and PEMC has provided information related to the <br /> projected population growth in Snohomish County, the projected demand for <br /> acute care beds in Snohomish County, and has requested additional bed capacity <br /> in the proposed master plan that maintains PEMC's projected share of acute care <br /> hospital beds in Snohomish County at the current share of 56 percent county- <br /> wide.. <br /> U <br /> 13 <br />
