The Utility Building, which is a Phase 1 project in the Master Plan for the ECC <br />Property, is a project that will require administrative approval by the Director of <br />Planning consistent with the development standards and design guidelines of the <br />approved Master Plan. <br />NOW, THEREFORE, THE CITY OF EVERETT DOES ORDAIN: <br />Section 1. The Comprehensive Plan is hereby amended as follows: <br />A. The Comprehensive Plan land use map for the ECC Property, as described in <br />Exhibit A, is amended from College (2.2) to Hospital (2.4). <br />B. That the following amendments be made to the text of the Land Use Element: <br />Land Use Policy 2.11.4 Everett Community College and Providence Everett <br />Medical Center are large institutional facilities located in the Northwest Everett <br />neighborhood. In 2005, and again in 2008, City Council approved <br />Comprehensive Plan map amendments, along with master plans for both facilities <br />that are implemented through Institutional Overlay zones.
