As �ve <br />discussed in that meeting, the Ciry recognizes that the Rosewood Park PRD application was <br />submitted to the county prior to the final annexation and that in accordance with the interlocal <br />agreement, the County is processing the application. However, since the area has now been <br />annexed, the actual construction of the Pl3nned Residential Development of Rosewood Park will <br />occur within the City of Everett; and the Ciry does have a number uf concems about the design <br />of the proposed development. Based on the design of the PRD that we reviewed at that time, the <br />project as proposed would not meet a number of City standards. As far as I am aware, the City <br />has not received any further infomiation regarding revisions to that project design. These issues <br />�re summarized helow: <br />Review Process <br />If this were a City of Everett project, it �vould be reviewed as Cluster Subdivision (EMC 18.16 <br />attached). More importantly, the cluster subdivision process would require the review of a <br />detailed site plan including location of buildings, critical areas, buffers, common and private <br />open space and recreation areas; preliminary design of recreation area; proposed building design <br />(elevations) on each lot; landscaping plan, unit type; showing an integrated architectural theme <br />for the development; and etc. All of this information would be available for public review and <br />comment as part of the project review process. In short, a specific site plan meeting specific <br />standards and providing an integrated design approach is required. This contrasts with the broad <br />speculative nature of the site plan currently under review by the County. To meet city standards, <br />a number of significant design changes would be required: <br />Dcsisn Requirements <br />Design chan�es includc: <br />• Access - All units would be required to have frontage on a public street. In this project only <br />8 units have frontaee.
