• <br /> irrigation drainage ditches, changes between <br /> agricultural activities and normal maintenance, <br /> repair, or operation of existing serviceable <br /> structures, facilities, or improved areas. <br /> Activities which bring an area into agricultural use <br /> are not part of an ongoing operation. An operation <br /> ceases to be ongoing when the area on which it is <br /> conducted is converted to a non-agricultural use or <br /> has lain idle for more than five years, unless the <br /> idle land is registered in a federal or state soils <br /> conservation program, or unless the activity is <br /> maintenance of irrigation ditches, laterals, canals, <br /> or drainage ditches related to an existing and <br /> ongoing agricultural activity. Forest practices are <br /> not included in this definition. <br /> Alley means a public or private way permanently <br /> reserved as a means of access to abutting property. <br /> Alteration means any human induced action which <br /> impacts the existing condition of an environmentally <br /> sensitive area. Alterations include but are not <br /> limited to grading; filling; dredging; draining; <br /> channelizing; cutting, pruning, limbing or topping, <br /> clearing, relocating or removing vegetation; <br /> applying herbicides or pesticides or any hazardous <br /> or toxic substance; discharging pollutants; grazing <br /> domestic animals; paving, construction, application <br /> of gravel; modifying for surface water management <br /> purposes; or any other human activity that impacts <br /> the existing vegetation, hydrology, wildlife or <br /> wildlife habitat. Alteration does not include <br /> walking, passive recreation, fishing or other <br /> similar activities. <br /> Apartment House - See "Dwelling, Multiple Family" <br /> Applicant means a person who applies for any permit <br /> or approval to do anything governed by this <br /> Ordinance and who has legal standing to apply for a <br /> permit or approval on the specific property. <br /> Architectural barrier means a fence, berm, wall or <br /> combination of earth, plant and structural <br /> materials designed and constructed to reduce visual <br /> or noise impacts between properties or uses. <br /> Assurance device means a financial mechanism by <br /> which the City assures compliance with the <br /> requirements of this Ordinance or other development <br /> or use entitlement. <br /> 7 <br />
