RESOLUTION NO. <br /> A resolution urging passage of a State transportation financing package <br /> which includes a significant increase in funding, maintains historical distributions <br /> of the gas tax for local governments, and provides cities and counties <br /> with a menu of local options to address their needs <br /> WHEREAS, the City of Everett continues to see rapid population and job growth, <br /> including a recent surge in employment at the Boeing-Everett plant, employment gains <br /> throughout the community, and a succession of new residential homes and units; and <br /> WHEREAS, Everett also serves as the key center within Snohomish County for <br /> employment, medical services, social services, cultural amenities, waterfront activities <br /> and commerce, and recreational opportunities; and <br /> WHEREAS, Everett also serves as a critical West Coast strategic home port for the <br /> Navy, with the presence of Naval Station Everett and the Naval aircraft carrier U.S.S. <br /> Abraham Lincoln and its crew of 3,200; and <br /> WHEREAS, within the Central Puget Sound Everett is designated an urban and <br /> employment center and imports jobs at a rate that results in slightly greater than a 1:1 <br /> ratio between jobs and day-to-day population; and <br /> WHEREAS, all of these factors have combined to add congestion, stress, and pressure <br /> to the City's highways, roadways, and arterials, including periods of complete gridlock; <br /> and <br /> WHEREAS, the City and the City Council have done their part to address these issues, <br /> both by funding and leveraging $47 million in Boeing Mitigation Funds into $262 <br /> million worth of grants and projects for road needs; and <br /> WHEREAS, the fact remains that without significant action by the State Legislature, <br /> the roadway system in Everett and other areas, particularly those within the Central <br /> Puget Sound, will become more of a traffic nightmare; and <br /> WHEREAS, the City's position on transportation needs is echoed by its business <br /> community, with a Chamber of Commerce whose members listed transportation as their <br /> No. 1 concern and an umbrella organization (Snohomish County Committee for <br /> Improved Transportation - SCCIT) which has been extremely aggressive in calling for <br /> new transportation funding packages; and <br />
