NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY <br /> OF EVERETT as follows: <br /> Section 1. The City Council, of the City of Everett conducted a series of budget <br /> workshops reviewing the sources of funds for necessary city programs <br /> and services in 1998. <br /> Section 2. The City Council finds there is a substantial need for using the 106 <br /> percent limit factor under Chapter 84.55 RCW and Referendum 47 in <br /> setting and attaining the fullest regular property tax allowable. The <br /> elements of the substantial need identified by the Everett City Council <br /> include, but is not limited to, providing for the public health and safety as <br /> described in the Preliminary 1998 Budget. The finding of substantial <br /> need is further defined as including such necessary services as fire <br /> prevention and suppression; law and justice services; emergency medical <br /> services, transportation and roadway services; parks and recreation <br /> services and other services provided by the city. Specific elements of the <br /> necessary services constituting the need to secure the prescribed amount <br /> of property taxes includes an increase in public safety by the need for a <br /> state-of-the-art fire and police communications systems; a new Code <br /> Compliance Department to maintain safe and clean neighborhoods; <br /> improving Everett's park facilities; and increasing the maintenance of city <br /> streets which are subject to increased traffic, <br /> Section 3. This finding of substantial need includes both the City General Fund <br /> and the Emergency Medical Services Fund as described in Section 2. <br /> Section 4. This finding of substantial need to use the limit factor of 106 percent <br /> as permitted by Chapter 84.55 RCW is made by a majority plus one vote <br /> of the Everett City Council as required by Section 204, Referendum 47 <br /> and is embodied in the Resolution as required by Referendum 47. <br /> Section 5. Based on this finding of substantial need, the increase in the regular <br /> levy for the calendar year 1998 is hereby authorized to be $1,407,275.16 <br /> which is 106 percent of the highest amount of regular property taxes that <br /> could have been lawfully levied in this taxing district in any year since <br /> 1985. <br /> Section 6. Based on this finding of substantial need, the increase in the property <br /> tax levy for emergency services for the calendar year 1998 is hereby <br /> authorized to be $168,091.20 which is 106 percent of the highest amount <br /> of property taxes that could have been lawfully levied for emergency <br /> services in this taxing district in any year since 1985. <br /> Section 7. That the City Clerk be, and hereby is, directed to certify to the County <br /> Assessor a copy of this resolution in order that the same be extended <br /> upon the general assessment roll of said County, in the same manner and <br /> at the same time as the levy for the State and County taxes is extended. <br />
