ACTION STRATEGIES <br /> Currently, there are some actions that will not support the service objectives without legislative <br /> action. Two actions were identified during initial public outreach held throughout the state. <br /> • Use of funding from the Office of the Superintendent of Public Instruction (OSPI) school <br /> bus account to help construct pedestrian facilities that remove hazardous walking routes <br /> and reduces the need for school bus transportation. <br /> • Funding should be provided to remove barriers that prevent walking and bicycling to a <br /> state-designated commute trip reduction site. <br /> Action strategies that will achieve the service objectives are provided below and are grouped in <br /> terms of agency responsibility and issue areas identified by the bicycle and pedestrian <br /> subcommittee on state transportation. <br /> Legend for assigning responsibility in implementing the action strategies: <br /> L: Actions that are a local responsibility, but are in the state's interest. <br /> C: Actions requiring cooperation among state and/or local agencies. <br /> S: Actions that are strictly a state agency's responsibility. <br /> V: Actions performed by volunteer groups that are in the state's interest. <br /> FACILITIES <br /> L: Local governments should designate a bicycle and pedestrian system in order to prioritize <br /> project funding. <br /> C: WSDOT and local governments should continue to work together to modify the Manual for <br /> Uniform Traffic Control Devices and Local Agency Guidelines manual to incorporate bicycle <br /> and pedestrian facility practices. <br /> C: WSDOT and local governments should continue to develop the Best Pedestrian Design <br /> Practices Manual. The "Best Practices" manual should provide common sense approaches to <br /> improving the pedestrian environment. <br /> C: Local governments should implement parking policies that encourage bicycling and walking. <br /> (Sample guidelines are included in a later appendix.) <br /> C: WSDOT, other state agencies, and regional and local governments should continue to <br /> preserve linear corridors for bicycle and pedestrian transportation purposes. <br /> S: WSDOT should continue to update its Design Manual and operational practices to <br /> incorporate contemporary bicycle and pedestrian facility practices. <br /> W:\PLANNING\TRAILS\COMP96.DOC 48 <br />
