TRAVEL TIME AND BICYCLE AND PEDESTRIAN USE <br /> Although there are more commuters traveling long distances, the average travel time for home to <br /> work trips in the Puget Sound Region has remained relatively unchanged for 30 years. <br /> OBSTACLES <br /> Frequently cited reasons for such low numbers of bicycling and pedestrian trips are poor <br /> transportation facilities and the lack of secure bicycle parking at a destination point. Examples of <br /> this include: <br /> Facilities <br /> • Failure to have a comprehensive bicycle and pedestrian network that includes roadway <br /> shoulders; <br /> • Lack of sidewalks (comprehensive network concept); <br /> • Lack of separated facilities for safety; <br /> • Desire for recreational facilities that will promote bicycling; and <br /> • Poor lighting. <br /> Safety Education and Enforcement <br /> • Perceived personal safety for pedestrians; <br /> • Limited education of motorists and bicycle and pedestrian travelers on how to share the <br /> public right-of-way; <br /> • The perception that drivers do not accept bicycles and pedestrians as legitimate forms of <br /> transportation; and <br /> • Increased knowledge and enforcement of the new pedestrian crosswalk law could lead to <br /> significant improvements in pedestrian safety. <br /> Promotion <br /> • Lack of knowledge of safe bicycle routes and safe places to walk; <br /> • Unskilled on how to hand-carry or fit goods on a bicycle. <br /> Intermodal Connections <br /> • Inadequate multimodal connections; <br /> • Learning to efficiently link utilitarian trips with work trips <br /> W:\PLANNING\TRAILS\COMP96.DOC 55 <br />
