,r <br /> RESOLUTION NO. 44F6Z <br /> A RESOLUTION relating to Snohomish County Referendum 96-01, which <br /> reads: "Shall Ordinance No. 96-045, which amends existing county code provisions <br /> relating to erotic dancers and erotic dance studios and adds new provisions providing for <br /> licensing and regulation of adult entertainers, adult entertainment dance studios, and adult <br /> entertainment dance studio managers and employees, be ratified and approved?" <br /> WHEREAS, the Snohomish County Auditor has verified that Referendum 96-01 <br /> has sufficient signatures to be placed before the voters of Snohomish County, who will <br /> decide upon it as a September 16, 1997 ballot measure; and <br /> WHEREAS, if Referendum 96-01 is passed, Snohomish County Ordinance No. <br /> 96-045 will be ratified and approved; and <br /> WHEREAS, Snohomish County Ordinance 96-045 regulates standards of conduct <br /> at adult entertainment dance studios in a manner that is designed to protect the well-being <br /> of the community; and <br /> WHEREAS, the Snohomish County ordinance is specifically designed to address <br /> adverse secondary impacts on the community, prevent criminal activity that historically <br /> has occurred without regulation, prevent exploitation of minors, ensure that false <br /> identities are not used in the operation of adult entertainment businesses, promote <br /> responsibility for the overall operation of adult entertainment businesses, support law <br /> enforcement in knowing who actually owns the businesses, and help prevent violation of <br /> adult entertainment standards of conduct without suppressing or censoring expressive <br /> activities protected by the First Amendment; and <br /> WHEREAS, the Snohomish County ordinance is both modeled after and is <br /> similar to the City of Everett's ordinance which reflects the desires of its citizens and its <br /> neighborhoods, and <br /> WHEREAS, the City of Everett supports laws that protect the general health, <br /> safety and welfare of the citizenry, while protecting minors and discouraging negative <br /> impacts on neighborhoods where places of adult entertainment are in operation; <br /> 1 <br />
