RESOLUTION NO. 4 4 5 3 <br /> A RESOLUTION authorizing the application for funding assistance for an outdoor <br /> recreation project to the Interagency Committee for Outdoor Recreation (IAC) as provided <br /> by the Washington Wildlife Recreation Program <br /> WHEREAS, the City Council of Everett through the adoption of the 1992-97 Parks and <br /> Recreation Comprehensive Plan, has recognized the need for the acquisition and development of <br /> active recreational lands in the urban area for the purposes of developing youth athletic fields; <br /> and <br /> WHEREAS, it is the intent of the Council to pursue acquisition and development of large parcels <br /> of land for said athletic field purposes in and around the City of Everett based upon a regional <br /> park need for additional facilities; and <br /> WHEREAS, under the provisions of the Washington Wildlife Recreation Program, State and <br /> Federal funding assistance has been requested to aid in financing the cost of construction of <br /> outdoor recreation facilities by local public bodies; and <br /> WHEREAS, the City Council of Everett considers it in the best public interest to develop <br /> regional park active recreation facilities in order to meet the growing demand for use in the City <br /> of Everett; and <br /> NOW, THEREFORE, BE IT RESOLVED,the City Council declares that: <br /> 1. That the Council supports the City of Everett's application for IAC funding for this project; <br /> 2. That any funding assistance received shall be used for the development of"East Everett <br /> Athletic Fields-Phase I", an area up to approximately 88 acres of land located in east Everett; <br /> 3. That the City's share of the project shall be paid from General Fund, and with Potential for <br /> supplemental funding from Snohomish County; <br /> 4. The City hereby certifies that the City is responsible for all non-cash commitments to the <br /> local share (for example, volunteered time and in-kind donations) should they not <br /> materialize; <br /> 5. That any facility with financial aid through the Interagency Committee for Outdoor <br /> Recreation be places in use as an outdoor recreation facility or habitat conservation area and <br /> be retained in such use in perpetuity unless as otherwise provided and agreed to by the City <br /> w:\grants\iac\iaceeve.doc <br />
