K o
z H
O S
'
HU
q
vI. CONCLUSIONS AND RECOMMENDATIONS
tzjn
z y
r
The results of the capacity analysis at the affected intersections and ramps show no significant impacts except for
L
the intersection of Seaway Boulevard and Merrill Creek Parkway. The levelof-service at that intersection is
y H
reduced from E to F indicating the potential need for an urban interchange.
0Urn
LCTJi
0
We recommend that the Boeing Recreational Facility be constructed as depicted with the following traffic control I
mitigation measures:
Hrn
O
1. Stripe 36th Avenue W. to provide a right turn acceleration lane for vehicles turning right from the site
access driveway.
2. Provide turning lane for left vehicles turning left to site. The large southbound through volumes will
cause some queuing for the left turning vehicles and thus a separate pocket will keep queued vehicles
from obstructing northbound through movements.
91
3. Proportionate share in other mitigations based on contribution to the affected roadway and/or
intersection.
pTable
3 lists the proposed mitigations at intersection/roadway sections impacted by the recreational center traffic.
The cost estimates are based on estimates made in the Powder Mill Highlands report and on City of Everett's
Paine Field Transportation Benefit District list.
r+
TABLE 3.
