� <br /> FINAL DECLARA:ION OF NON-SIGNIFICANCE <br /> File //80-59 <br /> Desaiption of Proposal <br /> The proposed action is the issuance of grading and building permits to allow the construction <br /> of an approximately 6,000 square foot warehouse facility. The following factors were con- <br /> sidered and the listed requirements were placed in response to comments submitted during <br /> our rev�ew of an Environmental Checklist for this proposai. <br /> 1. The site is zoned C-2, Heavy Commercial-Light Industrial Zone, which would allow this <br /> use. The property is currently vacant and is utilized for overflow parking and truck �torage. <br /> 'fhe easterly boundary of the site slopes to the east and abuts a railroad right-of-way. <br /> 2. The installation of a fire hydrant in the vicinity of 38th & McDougal is required: the <br /> hydrant must be within 200 driving feet but not closer than 50 feet of every structure. <br /> Adequate fire flows, including the extension of any water mains required, must be provided. <br /> 3. Participation in the cost to fund the North End Sewer Interceptor installation is required. <br /> 4. Drainage requirements must be designed in conformance with the City's drainage ordinance. <br /> On-site detention is reauired. Drainage calculations to be subrnitted on City Drainage <br /> Plan subnission form. fteseeding of exposed earth is required within 30 days of comple- <br /> tion of earth �vork. <br /> S. A preconstruct:on conference on Civil Engineering portion of project is required prior <br /> to aFproval of Public Works Permit. The applicant shall arrange meeting involving appli- <br /> cant, job superintenc:ent, contractor, ali subcontractors, Fire tilarshal, Planning Depart- <br /> ment Coordinator, Buiicung Department Cocrdinator, Public Works Coordinator, Public <br /> Works Inspector, and City Traffic Engineer. <br /> 6. A temporary erosion control plan is required. <br /> 7. Explanation of pedestrian easement indicated on site plan is required. <br /> 8. A covenant Power-of-Attorney is required for future Loca! Improvement Di;trict for <br /> the improvement of 38th Street. <br /> 9. A drawing is required to show how vehicle loading and unloading will occur on site. Off <br /> street loading requirement � (zoning code Section 19.40.070) must be met. The public <br /> ' driving lanes cannot be used for warehouse op�ration. <br /> !0. McC�ougal Ave. is required to be improved with S4 of complete street improvements, <br /> incorporating the existing improvement where possible by overlay transition. Improvement <br /> to include A-1 curb and gutter at 22 feet from centerline and 5' wide sidewalks with <br /> standard 6" thick driveway cuts and storm drain facilities.
