The particular lot my family and I chose is one of only two which <br /> border Seahurst Avenue. We chose this lot specifically because of <br /> the possibility of access to the property from Seahurst. The <br /> plot map I had obtained prior tc purchase showed a city "right <br /> of way" between this lot and Seahurst. Nothing �•as mentioned <br /> of this "buffer" designation. <br /> In March of this year I visited the Public Works Dept. Offices <br /> and was told verbally that it would be possible to obtain a permit <br /> allowing me the access I desired. After we had moved (July 7th) to the <br /> property I proceeded with the aforementioned permit application and <br /> was assured that the process could be completed in three or four days <br /> with out problem. I then cleaned up the area which was <br /> overgrown with weeds and blackberry vines and installed a <br /> bed of gravel, prior to obtaining the permit. . Over the course of <br /> the following four weeks and after repeated calls to the Public Works <br /> Dept.� I finally received the letter (copy attached) which denies my permit <br /> and requires me [o remove the graveL <br /> A s I am an amputee, without the use of a prosthesis, <br /> this access is important to the convienent use of my property. I , <br /> would hope that the City of Everett is not going to place itself <br /> in the position of limiting access of a handicapped property <br /> owner to his own property across a non-essential right of way. <br /> I have spoken [o the neighbors on Seahurst and with onlv one exception. <br /> none mind my use of this "right of way". I do not believe my home is an <br /> aesthetic problem for my nieghbors on Seahurst, I have actually been ! <br /> complimented on improving the aesthetics by what I have done. I have <br /> absolutely no intention of removing the gravel even if I can not use this <br /> land. I would hope legal action will not result. <br /> I ask you to please look into this matter and avert ' <br /> possible conflicts.
