area. There are significant tree cover of fir, cedar, and pine within this area near <br />Lots 6 and 7. A buffer width reduction wth enhancement is acceptable in these <br />areas except for those areas where the c,;gnificant tree cover is. The buffer in <br />those areas will extend to the drip line of the saved trees. <br />d) East Fork of Glenwood Creek: This is a Category 11 Stream with a <br />Riparian wetland and requires a 75-foot buffer. The 75-foot buffer extends on to <br />the existing lawn. The buffer needs to extend to protect root system in the trees <br />next to Lot 4. <br />Conclusion: The proposed project does comply with adopted standards: it does <br />not serve the public use and interest. <br />Conclusion: To preserve the public use and interest and to provide <br />compatibility with existing neighborhoods and to lessen the impacts from new <br />development, the project must be designed to meet City standards. The <br />proposed cluster subdivision fails to comply will) City standards and regulations <br />set forth in the following sections. <br />a) EMC 18.28.100 — Street Standards Local Access "A <br />b) EMC 18.28.140 — Street Standards Local Access 'A" Off Street Pa, -king; <br />c) EMC 18.28.140 — Parking Improvements: <br />d) EMC 18.28.210 (A) — Lot Requirements: <br />e) EMC 18.28.250 — Open Space: <br />f) EMC 1828.260 (B) — On -Site Recreation: <br />2. Public health, safety, and general welfare - The proposed protect and <br />design shall promote the public health, safety and general welfare in acccrdance <br />with the standards established by the State, City, and this Ordinance; <br />Finding: The proposed project design is not consistent with City standards for <br />public streets and parking, and does not promote public health, safety, and <br />general welfare. All cluster subdivision project must bE designed to meet these <br />minimum standards so as not to impact the general public, health, safety and <br />welfare or impact neighborhood by not providing predictable standards for public <br />facilities and streets. The proposed cluster subdivision fails to meet several <br />minimum development standards for streets and parking that can impact <br />adjacent properties. Because of this failure to comply with said standards, the <br />proposal does not promote the public health, safety, and welfare. <br />Conclusion: The public health, safety. and general welfare have not been <br />served since the project is not designed to meet minimum Cit/ standards. <br />3.
