Although the City oE Everetl zoning ordinance calls for a minimurn of 7000 <br />`?, F, lots; City Ordinance 323-74 makes the Snohomish Health District <br />t.ie authority in matters relating to issuance of septic tank permits <br />(Section 2-(a), (b�, and (c). Their minimum requiremenls are 12, 500 <br />S. F, per lot excluding easemenLs. It is noted that only the most westerly <br />lot meets Health District minimum standards for septic tank installation. <br />(2). Mr. Brandvold proposes Lo deed an additional 13, 8 feet of property along <br />49th Street that landlocics an adjacent property owner. It is not the City's <br />policy to clear title problems between property owners. Since the street <br />would stiil not meet minimum slreet standards, il may be the Council's <br />decision not to accept a deed for this property. <br />(3), Mr. Brandvold also proposes to grant an easement for a water line across <br />a portion of the subject property for the purpose of looping the water <br />system to Woods Place. Again, this is subject to Council acceptance. <br />(4). 5hould the Planning Com-nission grant Mr. Brandvold's requesl, a save <br />harmless clause with regard to storm drainage runoff from Vista Place <br />and Elm Street should be granted the City on these properties. <br />(5), Adequate proof should be given the City that no leaching will occur into <br />the creek on the westerly lot as a result of the installation of septic <br />tanks or drain Eielclf <br />(6), Septic tarks are not a permanenl solution to building on these lots. <br />Septic tank permits and installation oE septic tanks are subject to <br />review b}� the City Engineer after four years and continuing use of <br />septic Lanks could be denied at the end of this four year period. Addilion- <br />a11y, it is the ultimate goal of the City to eventually eliminate use of <br />septic tank disposal systems within the City. The developer should <br />malce every effort to promot�installation of a sanitary sewer system <br />to these lots Erom Woods Place particularly since property to the south <br />may be scheduled for development in Lhe near future. <br />W K:pm <br />
