WASHINGTON <br />sezo, <br />This letter is in response to your application for a Public Works <br />permit to place a 36 inch or smaller culvert pipe in Glenwood Creek <br />and to fill in the creek. <br />Before the City can issue permits for the project you describe, you <br />must complete a SEPA environmental review for the proposal. I have <br />enclosed a copy of an application, which includes information on the <br />process and application procedures. The review process is currently <br />taking a minimum of 45 days. In order to culvert and fill the creek, <br />you will also need to obtain an Hydraulic Project Approval (HPA) from <br />the State Department of Wildlife. A contact person at their Mill <br />Creek office is Phil Schneider at 774-8812. The Departme,:t of <br />Wildlife will not issue an HPA until the SEPA environmental review is <br />completed. /�fDb-S�'��� Sw <br />J'o✓�n/ ZEb4 <br />The City has held preliminary discussions on your osal and has <br />discussed a similar proposal submitted by a eighbor of our The <br />City has major concerns regarding downstream ooding and water <br />quality in the Glenwood Creek corridor and culverting of the stream <br />would exacerbate the problems. The City Council has also adopted the <br />South Everett Drainage Basins Plan which includes policies stating, <br />"Prohibit vegetation removal within 25 feet of stream bank" and <br />"Reduce lawn area in favor of native vegetation along stream <br />corridors". Its our understanding that the reason for proposinq <br />�ulverting of the stream is to minimize erosion and create larger <br />backyards. The City would prefer that erosion be controlled through <br />the use of planting of native vegetation on the slopes of the stream <br />bank. I have enclosed a copy of a document entitled, "Suggestions <br />for Streambank Revegetation in Western Washington" by Thomas C. <br />Juelson. <br />
